The Texas Instruments MAX3232EIPWR is a dual-channel RS-232 line driver and receiver with plus/minus 15kV IEC ESD protection on the bus pins, supplied in a 16-pin TSSOP package on tape and reel. An RS-232 transceiver converts logic-level UART signals to the bipolar, higher-voltage levels the RS-232 standard requires, generating those rails on-chip from a single supply. This device operates from 3V to 5.5V, runs full duplex at 250kbps with two drivers and two receivers, and draws 1mA nominal. It is rated from -40C to +85C, is lead free and RoHS compliant with no REACH SVHC declaration, and TI lists it as Active and in Production.

RS-232 transceivers remain standard on equipment that exposes a serial console or legacy control port: industrial PLCs and drives, networking and telecom gear with craft ports, point-of-sale and kiosk terminals, medical and laboratory instruments, building automation panels, and test and measurement equipment. The 15kV IEC ESD rating is what qualifies the part for externally accessible connectors that operators plug and unplug in the field.
